The circuit breaker might be off.
The PDU is starting up.
Circuit breaker is not powered on. The circuit breaker
might have been turned off, or the host subsystem
detected a failure and turned off the circuit breaker.
The PDU is not receiving any input voltage.
The circuit breaker is on but the input voltage is under –
100 VAC.
