SERVICE CONDITIONS
1. An OVERFLOW Group must be a UCD Group.
2. One OVERFLOW Group can be provided for one UCD Group
3. OVERFLOW is performed only once.
4. An OVERFLOW Group cannot be registered into a Queue.
