Timesync/APE GPIO.
[2:0] shall always be 000

MSB of the EAV Reference Count as snapshot by
TimeSync/APE GPIO.

Description
Write a 1 to enable Time Watchdog[0].
This, concatenated with the Watchdog[0] LSB
value, constitutes a 63-bit value. Precision of the
value is 1ns–which equates to the precision of the
EAV Reference Count.
If bit[31] ==1, the desired Timesync/APE GPIO
shall toggle as soon as EAV Reference
Count[62:0] increments to match this 63-bit value.
Note: Setting this time value back in time will
produce no toggle.
