CONFigure subsystem

This performs basic setting of measurement function specified.
Since the measurement becomes stop status after execution of this command, the required function
can be changed from basic setting before measurement.
When measurement is performed, it is necessary to transit the instrument to the trigger wait status
with INIT command or READ? query.
