call in the ACTIVE state (call stable, parties talking).
An ISDN RESTART from the far-end has unexpectedly cleared a
RINGING call.

call before the call entered the RINGING state.
An ISDN RESTART from the far-end has unexpectedly cleared a
call that was already in the process of clearing.
If this condition occurs frequently, the far-end may be trying to
clear trunks that appear to be in the "hung" state.
