RW Local Connection (Broadcast) Configuration

This counter is initialized to 0 after a device
reset and is incremented upon each change in
the winlink1000OduAgnCurrAlarmTable (either
an addition or removal of an entry).
N/A This table includes the currently active alarms.
When a RAISED trap is sent an alarm entry
is added to the table. When a CLEAR trap is sent
the entry is removed.
