Since all unused downlink slots are available to the busy HSU, the utilization graphs for this
case are very similar to those of Example 1 and we will not repeat them all. The main
difference is in the sector utilization:

The downlink utilization is higher than for Example 1, reflecting the fact that the HBS must
spend proportionally more time checking the inactive HSUs.
Similarly, the Sector relative HSU downlink utilization is higher by the same amount.
