user max-bandwidth-down

This command is used configure the bandwidth in bytes per second (bps, with the variable) at
which the client can receive data from the network. 0 denotes using the default value
configured for the captive portal. The user-id variable is the ID of a user configured in the
local database, and is a number in the range of 1 to 128.
