Example
To display the current time zone setup, then changes them to GMT-3:30:
switch:admin> tsTimeZone
Time Zone Hour Offset: 0
Time Zone Minute Offset: 0
switch:admin> tsTimeZone -3, -30
switch:admin> tsTimeZone
Time Zone Hour Offset: -3
Time Zone Minute Offset: -30
