The one-time dongle license fails to be returned to USB media.
Return the license to the USB media used for installing the license.

The GP-1080 IPSec Enabler cannot return to the USB media due to
license problem.
The GP-1070 Overwrite Enabler cannot return to the USB media in
the high security (08-8911: 3).
