Circuit State Explanation
standby
Maintenance software is testing the standby circuit pack (the
standby Tone-Clock is providing tones).
active
TN2312 or TN2182 has lost all external references and is in
holdover mode.

Maintenance software is testing the active circuit pack.
standby
If the circuit pack is a TN2182, the amber LED may come on
and off intermittently as ETR-PTs on the board are used for
tone-detection services.
