Count of error messages sent because the action received
in the flow­mod message Port­Mod­Failed is not
permitted. Available only in OpenFlow 1.3.

the request does not exist.
Count of error messages sent when the specified buffer in
the request is unknown.
Count of error messages sent when the specified
