Function Queries the current state of the downlink page indicator channel.

The actual power range is defined by adding the value of the associated amplitude offset to
the range above. For example, if amplitude offset is -3.5 dB, then the power range will be
-123.5 dBm/3.84 MHz to -16.5 dBm/3.84 MHz.
