Threshold - Enter values between 1 and 100, which is the percentage of one-second
intervals affected by congestion conditions within a specified time window that will trigger
a latency alert.
Time Threshold - Enter the minimum fraction of a second (sub-second time) that must be
affected by latency in order for that second to be considered affected by a latency
bottleneck and trigger a latency alert. Values are in tenths of a second from 0 through 10

OS v7.1.0 and later.
