The required video content ports exceed the
number of ports allocated to video content in
fixed ports.
The gatekeeper allocated insufficient bandwidth
to the connection with the endpoint.
There are no free ports left in the IP card.
The calling endpoint is not registered in the
gatekeeper.
The endpoint sent an ARQ message to the
gatekeeper, but the gatekeeper did not respond
before timeout.
The endpoint sent a DRQ message to the
gatekeeper, but the gatekeeper did not respond
