Read/Write: The Offset Register defines the base address of the module's A24
address space. Because the HP E1413's A24 address space is 256 Kbytes, only
the bits 15 through 10 are used.

When reading the Offset Register, bits 9 through 0 always return zeros (0).
A24 Offset: These bits are the six most significant bits of the device's A24
base address. The 10 least significant bits are all 0.
Read only: When the module is sent a query command, the reply is sent to
the Query Response Register. See " Register-Based Command Reference"
starting on page 356.
