The remote security xxx identifier (remote-spi) is only
relevant to static keying. It defines the remote identifier
for this particular tunnel.

tx-cipher-key

A valid 16 (bit/byte,hex) integer.
This parameter defines the cipher key we use to encrypt
data forwarded over the tunnel. This key must match the
receive (RX) cypher key of the remote site.
