Helps STP decide which bridge in the network is the
root bridge. If bridges have equal priority, then the root
bridge is decided on MAC address.

A value in seconds from 0 to 65535
Specifies the time interval in seconds between Hello
messages issued by the root bridge in a network.
Note: The value of this parameter can be set but, as a default,
the Hello time for the root bridge is taken as the current value to
use. The value entered here is only used if this router becomes
the root bridge.
