5860 3 is set to "enable")

Enable/disable POP before SMTP. If the SMTP server does not have
authentication, you can enable POP before SMTP, them POP
authentication is available (SP 5860 13)

When using POP before SMTP, this SP mode determines the maximum
wait time between POP authentication and connection with SMTP.
Communication stops if this time is exceeded.

This SP specifies POP3 protocol or switches off receiving.

3: SMTP
If POP before SMTP is enabled, then you can use this SP to enable or
disable encryption mode for POP authentication.
