Clearing alarms

Description
In order to clear standing alarms the Alcatel-Lucent 1665 DMX synchronization will be
optioned for "Free Running." The DCC will be disabled in order to prevent DCC alarms
from being generated due to the optical loopback on the main OLIUs.
