ELECTRICAL TYPE POWER HEATER SYSTEM

Symptom
PTC heater does not operate, when perform in these conditions:
Y Engine coolant temp.: 70_C (158_F) or below
Y Engine speed: 650 rpm or above
Y Temperature control selector: MAX. HOT
Y Ambient temperature: Below 10_C (50_F)
