The passive command controls whether the FTP server allows, does not allow, or
requires passive mode to be used by the FTP client.
When requiring passive mode, the FTP client must use the FTP PASV command.
Without the use of the PASV command, the FTP STOR, STOU, and RETR
commands will fail when issued by the FTP client.
When not allowing passive mode, the FTP client must use the FTP PORT
command.

Sets the idle timeout for establishing passive connections.
