Guidelines
Service Level Monitors watch Web Services endpoints. A Service Level Monitor
collects statistics, establishes monitors (Count Monitors and Duration Monitors),
and can take action when thresholds are met or exceeded.
Use this command to add or to remove one or more Service Level Monitors.

any monitor either shapes (buffers to delay) or rejects a message, no
