Sets the limit for value counter 2.
With a positive limit, bit 5 of
(and a warning optionally generated) when the counter is
equal or greater than the limit.
With a negative limit, bit 5 of
(and a warning optionally generated) when the counter is
equal or smaller than the limit.
0 = Counter disabled.
