Using Spoke SDP Control Words

When control word is enabled, the Admin ControlWord is set to Preferred. It is necessary that both
sides of the VLL have control word enabled or disabled for the pipe to be up.
The control word state will be set to True or False depending on what is configured on both sides
of the VLL, either enabled (True) or disabled (False). When both sides are enabled (True) then the
state is True. If one side is enabled (True) but the other side is disabled (False), then the state is
False.
The command structure is the same for Ipipe and Apipe services. Apipe service data unit and
Fpipes do not need to be specified.
