Retrieve PM Phase

The Retrieve PM Phase command reports the phase data stored in the 1-s or 100-s
phase history buffers for the specified port. You can also specify the number of data
points to display.
If the TSG-3800 successfully receives the command, it returns the COMPLD
message. If the TSG-3800 does not successfully receive the command, it returns
the DENY message.
