This alarm is triggered when the local application server is inactive due to
application service provider inactive (ASP_INACTIVE) or application service
provider inactive acknowledgment (ASP_INACTIVE_ACK) from remote IP security
protocol (IPSP) or signalling gateway (SG).
Manual intervention is required.

The alarm code is auto cleared with the event code 1628.
