If the matchtype is community, the integer value is specified as a 32-bit number. The first
16 bits represent the AS number and the second 16 bits represent any arbitrary number.
The combination of the 2 16-bit fields comprise the 32-bit community number. For
example, a system with AS number 1 and using arbitrary number 256 might specify
community as 65792 which is equivalent to 0x00010100.
