offered-limited-capped-cir — Counter resource allocation:2
offered-limited-capped-cir is defined, the system creates four forwarding plane offered-output
counters in the network processor and three discard counters in the traffic manager.
The offered-limited-capped-cir mode is similar to the offered-profile-capped-cir mode except that it
combines profile out and soft-out-of-profile and eliminates the 'offered-undefined' statistic.
The impact of using offered-limited-capped-cir stat-mode while profile-capped mode is disabled are
that one of the counting resources in the forwarding plane and traffic manager will not be used and soft-
in-profile will be treated as 'offered-in' instead of 'offered-undefined'.
