Register 26 sets the diagnostic counter of Ethernet PHY and shows the results.

These bits set the time to mask as invalid detection result from the start of delivery
of the pulse. This setting is to avoid the false detection of the sent pulse itself and
the influence of noise immediately after the pulse is sent. It will be about 0.8 m per
1 count.
These bits show the value of the counter when the reflected wave is detected.
They turn to 0x00 immediately after sending a pulse while DIAG_INIT is set to 1,
and 0xFF when the reflected wave is not detected. They become 0x01 if the cable
is not connected.
