A toggle of the repeat request means that a mailbox retry is needed (primarily used in
conjunction with the ECAT read mailbox)
SyncManager Enable/Disable
0: Disabled: Memory is accessed without SyncManager control
1: Enabled: SyncManager is active and controls the memory area set in configuration
