Specifies the access control to EEPROM.
0: PDI releases the EEPROM access.
1: PDI has the EEPROM control.
Writing from PDI is only enabled when bits 0 and 1 in the EEPROM configuration register
(EEP_CONF: 0x0500) are set to 1 and 0, respectively.
