If H.323 gateway is not registered in a gatekeeper, the H.225.0 SETUP
message from the H.323 Endpoint not registered as a session target on dial-
peer reject calls as in Figure 29.2.

If H.323 gateway is registered in a gatekeeper, the H.225.0 SETUP message
from the H.323 Endpoint not registered as a session target on dial-peer follows
the call procedure illustrated in Figure 29.3. Figure 29.3 shows the case where
a gatekeeper uses a Direct Call Signalling method.
