Outer Ethernet
The backbone Label Switch Routers(LSRs) only look at the top label to switch
the labeled frame across the MPLS domain. It is possible that additional labels
get pushed along the way. The top tunnel label is typically removed by the
penultimate hop(that is, the hop prior the egress LER).
The egress LER infers from the VC label how to process the frame and then
forwards it to the appropriate outgoing port.
The current Ubigate iBG3026 system supports the following encapsulation
type of PW interface: Ethernet, VLAN, PPP
