network from the MERLIN LEGEND Communications Systems'
perspective.
When a network consists of more than two systems, a coordinating
system manager should act as a coordinator for all changes to private-
network systems' dial plans, non-local dial plans, ARS routing, UDP
routing, and remote access. Otherwise, the two system managers
should plan together and agree upon any changes that are made
subsequently.
