If a label is received that does not have an AIM Id specificed above, and the first 3
label characters qualify as follows:
• the first characters is a ']'
• the second character is a capital or small letter
• the third character is a digit
• then the label type is set to GENERIC_DATA and the "unknown" AIM Id is left
appended to the beginning of the label data.
