Service Center address:
1 BYTE: length (number of followed
octets). Mandatory
1 BYTE: <tosca> - value between
128-255
First Octet. See the table below.
Message Reference. An integer
representation of a reference number of
the SM submitted to the SC by the MS.
Values between 0-255.
Destination address formatted according
to the formatting rules of address fields.
Protocol-Identifier. Values between
0-255.
Data Coding Scheme. Values between
0-255.
