Whenever a DTC becomes an active fault and at a normal update rate
of one second or longer, and then becomes inactive, a DM1 message
will be transmitted to reflect this state change. If a different DTC
changes state within one second update period, a new DM1 message is
transmitted to reflect this new DTC.
