In debug mode, this routine returns one of the following result codes; oth-
erwise,
ADI_DCB_RESULT_SUCCESS
ADI_DCB_RESULT_SUCCESS
ADI_DCB_RESULT_NO_MEMORY
ADI_DCB_RESULT_CALL_IGNORED

is always returned.
Successfully initialized the queue server.
Insufficient memory for one queue entry was encoun-
tered.
DCB manager has already been initialized for this pro-
cessor core.
