Conditional restart means that if the ACSEI client process is running, the

command stops the process and then restarts it, and if the ACSEI client process
is not running, the command does not restart the process.
Do not stop and restart the ACSEI client process repeatedly within five seconds;

otherwise, other applications may not able to aware the changes of the ACSEI
client.
