Parallel Viterbi decoders

The HDR supports the rate ½ Viterbi parallel processing as specified in the NASA SNUG (450-SNUG).
The number of decoders can be set between N = 1 and 16 on I and Q channels. Dual Viterbi decoding
as described in the previous paragraph can be seen as a particular case of the parallel processing with
N = 1.
The supported symbols sequence is given in the following figure.
