Specifies layer 2 window size.

Retransmission (T1) Timer (1/10 seconds)
The T1 timer is started at the beginning or the end of the transmission of a frame. At the end of
this timer, retransmission of a frame is initiated according to the procedures for link set-up and
disconnection or information transfer.
