On the FS3, use this function to get or set boost
charging in SPM mode. On the MP2500, there is no
boost charging, so this function is ignored.

AL=0 (Port 1) or 1 (Port 2 and 3)
BL=0 (disable) or 1..50 (duration)
AH=0 (success) or non 0 (fail)
On the FS3, use this function to control the "soft start"
of the +5V outputs. On the MP2500, there are no
power outputs, so this function is ignored.
