AL=control (0=disable, 1=enable)
AL=0 (success) as cannot fail.
Controls production of keyclicks.
Note that keyclicks will also be disabled if sound output
is disabled by using INT 15H function 70H, or the
MUTE key (WS).
The default is for keys to click, which is restored by a
cold start.

BL=typematic rate (0..1FH)
BH=delay (0..3)
Gets the delay before keys repeat, and the rate at
which they repeat.
The rate (in characters per seconds) is given by BL:
