1 = QPSK
2 = OQPSK
3 = 8PSK
4 = 16QAM
5 = 8QAM
Depending on FEC type, not all selections will be valid.
Example: RMD = 1 (selects QPSK)

0 = 1/1 (Uncoded)
1 = 1/2
2 = 3/4
3 = 7/8
