Troubleshooting the TX Matrix TX-SIBs and the Switching Planes

The following alarms, LEDs, command output, and conditions indicate a problem with
the TX-SIBs or switching planes:
The red

LED below a TX-SIB on the craft interface is lit.

To troubleshoot the switching plane connections between the TX-SIBs in the TX Matrix
