More fragment bit: 0 indicates the packet is the last or only fragment, and 1
indicates there are more fragments after this one.
Therefore, if the three-bit Flag is 001, it means the datagram can be fragmented; if
the three-bit Flag is 000, it means this is the last fragment of IP datagram.
