[Cd.28] Target position change value (New speed)
• When changing the target position during a positioning operation, use this data item to specify a new speed.
• The speed will not change if "0" is set.
Fetch cycle: At change request

• Set with a decimal.
• The setting value range differs according to "[Pr.1] Unit setting".
