For ATM2 IQ interfaces configured to use Layer 2 circuit trunk mode, configure a

scheduler so that unused bandwidth from any inactive trunk is proportionally shared
among the active trunks.
During congestion, each trunk receives a proportional share of the leftover bandwidth,
thus minimizing the latency on each trunk.
