Operation principle

The OUTxVAL output, where 1≤x≤16, will be HIGH if the incoming message is with
valid data.
The OUTxVAL output contains both quality validity and communication validity since
GOOSEBINRCV function has no COMMVALID output.
The input of this GOOSE block must be linked in SMT by means of a cross
to receive the binary values.
The implementation for IEC61850 quality data handling is restricted to a
simple level. If quality data validity is GOOD then the OUTxVAL output
will be HIGH. If quality data validity is INVALID, QUESTIONABLE,
OVERFLOW, FAILURE or OLD DATA then the OUTxVAL output will
be LOW.
